An Analysis of the Local Government Ordinances for the Supporting the Middle-aged

Abstract

|
The purpose of this study is to analyze the contents of local ordinances and to suggest the direction of improvement of the local ordinance for supporting the middle-aged.
For this purpose, we analyzed the contents of 46 local government ordinances for supporting the middle-aged by using analysis criteria based on the frame of composition, rights, allocation, provision, finance and delivery system.
As a result of the analysis, the local government’s ordinances for supporting middle-aged people were almost similar regardless of local government and basic local government because there was no reflection on regional characteristics. Local governments’ responsibilities and accountability regulations were insufficient and the rights of residents were not established. In addition, the subject’s inclusiveness was low and the financial and delivery system was insufficient to increase the effectiveness. Based on the analysis results, the direction of improvement of the ordinance for supporting the middle-aged was suggested.
